What can CIL be spent on?

The Administration Fund

Up to 5% by the City Council on administration

The Neighbourhood Fund

Where development takes place in an area with a Parish Council:

15% (subject to a cap of £100 + Indexation per existing dwelling in their area per year) rising to 25% (uncapped) if they have a ‘made’ Neighbourhood Development Plan (NDP) must be passed to the Parish Council. Where development takes place in an area without a Parish Council but with a designated Neighbourhood Area and a Neighbourhood Forum: 25% (uncapped) once they have a 'made' Neighbourhood Development Plan (NDP) which is held by the City Council to be spent in consultation with the Forum. This may be spent on “the provision, improvement, replacement, operation or maintenance of infrastructure” and on “anything else that is concerned with addressing the demands that development places on an area”

Where development takes place in an area without a Parish Council (or Neighbourhood Forum):

15% (uncapped) is held by the City Council to be spent on “the provision, improvement, replacement, operation or Maintenance of infrastructure” and on “anything else that is concerned with addressing the demands that development places on an area” anywhere within their unparished and undesignated areas in consultation with the community.

The Infrastructure Fund

The remaining 70% to 80% is the responsibility of the City Council and may only be spent on “the provision, improvement, replacement, operation or maintenance of infrastructure”.

Each year, as part of the City Council’s  ‘Infrastructure Funding Statement’, the Council are required to publish an Infrastructure List. This is a list of projects that the Council intend the Infrastructure Fund may, wholly or partly be spent on.
